
The right to health in Peru: paradigm shift from the covid-19 health emergency

Resumen
Internationally, health is considered a human right, (WHO) however, in Peru access to health care in times of pandemic is discriminatory, in many cases citizens fight against the system for their rights. It is evident as problematic that there are deficiencies in entering the health system in violation of the constitutional right to health and it is justified because health coverage is not provided in a timely and egalitarian manner, with the objective that the theories on the subject support this analysis that evidences the violation of the right to health established in the political constitution of Peru. The methodology is descriptive and exploratory, based on a critical view of articles on the subject published in specialized journals. The main conclusion is the failure to comply with the laws established for access to health, making it a discriminatory and unequal policy.
