Resumen
Neighborhood participation in the face of citizen insecurity in a municipality of Lima-South analyzed. A qualitative approach, hermeneutic design used. Seven people interviewed in depth. On the one hand, neighborhood participation is precarious because the majority of the population does not perceive that the local government or the police encourage the participation of the population against citizen insecurity, but there are some places where efforts are being made to form neighborhood councils. On the other hand, citizen insecurity in the district is high because the majority of the population says that the efforts of the local government and the police are insufficient, generating fear, unrest and social fragmentation in society, exposing children, women and the elderly. It has concluded that there is a divorce between the State and the population; however, there are insufficient police officers and serenazgo agents, limitations that in one way or another have deeply affected the control and surveillance of the population.
