Resumen
The need to write this book arises as a personal concern to reflect my knowledge and experience of more than 40 years of professional practice in the field of management in public and private institutions, as well as in university teaching at the undergraduate and postgraduate level. in various universities in the country. The purpose is to propose a contribution to the strategic management of public universities; The differentiating factor and value with respect to other similar publications, lies in the fact that this proposed model is oriented towards strategic management supported by modern technological tools that, ironically, the exceptional conditions of isolation imposed by the global health crisis derived from covid-19 , accelerated the digital transformation (which is here to stay) in all human activities. Indeed, the post-pandemic has created an unprecedented and uncertain scenario for the development of institutional activities; context in which, however, opportunities have also emerged to articulate, among others, in a complementary and systemic way hybrid management models. Otherwise, it would be absurd to return in the literal and abstract sense to the pre-existing condition of the health crisis; because the cost of the accelerated adaptation to the new scenario has been so dramatic but useful at the same time that today's imperative mandate is to coexist intelligently with the technological tools that fulfill the role of disintermediation of face-to-face; that is, being there without going there, preserving or raising the quality levels of processes and products for the benefit of the citizen.
